"I had the pleasure of working closely with Jay at
FEMA’s Long-Term Recovery Office (LTRO) in Orlando, Florida, in 2006. We
were responsible for providing technical direction for a group of
software developers aiding in the response and recovery for hurricanes
Wilma, Rita, Katrina, and the numerous storms that struck Florida in
2004 and 2005. Jay was responsible for all matters related to FEMA’s
numerous disparate databases (architecture, design, development,
maintenance, and testing) at the LTRO. Jay and I worked very closely to

temporary housing and assistance (I was responsible for the web
